If not, you haven’t met Steven Stone to get a Hoenn Starter. Talk to the Copycat in Saffron City then go to Vermillion City’s Pokemon Fan Club. Get the Pokedoll from the fat guy and leave. Steven will appear and talk about Latias/Latios (depending on your Version) then leave.
How do I get the Hoenn pass?
To get the Pass, talk to Copycat in Saffron, talk to the fat guy in Vermillion’s Fan Club, and talk to Copycat. On the way out of the Fan Club, you’ll meet Steven Stone (he spawns Latias/Latios now then gives you the Hoenn starter at Saffron City’s Silph Co. after beating Red). I think you might have to beat Red too.
